Organizational Overview
Founded in 2014, the Abortion Fund of Maryland (AFM) is a nonprofit organization that provides financial assistance and logistical support to individuals who live in or travel to Maryland for abortion care. Over the last four years, our nonprofit has rapidly scaled from volunteer-run to a staffed organization of nine. AFM operates a confidential helpline to provide information and make financial commitments to help clients pay for their abortions. We also coordinate logistical support services like transportation, accommodations, childcare, meals, and language translation to further remove barriers to care.
Invitation for Proposal
The Abortion Fund of Maryland (AFM) invites interested and qualified consulting firms or individuals to submit a proposal to provide Human Resource Consulting Services. Firms or individuals should be capable of providing one off project support including policy creation and review as well as ongoing day-to-day HR support.
We intend to engage a consultant for 2026-2027, with the possibility of extending the scope.
Overview of Services Needed
Ongoing HR Support
- Providing advice on specific employment law questions
- Offering guidance on disciplinary and grievance procedures
- Managing individual disciplinary or grievance cases
- Staff handbook and HR policy creation and review
- Drafting and updating employment contracts
- Providing third-party channels for staff support
- Delivering proactive updates on employment law changes before they take effect
Ad-hoc Project Support
- Reviewing the employee handbook and offering recommendations
- Conducting salary benchmarking research and analysis
- Reviewing onboarding and offboarding policies and providing recommendations
- Supporting additional projects as needed

- The summary should describe the firm/individual in terms of size, structure, areas of expertise in relation to desired qualifications, length of existence, types of services provided, etc.
- Proposal Narrative
- The Proposal Narrative should demonstrate your understanding of the AFM’s mission, values, and HR consulting needs; relevant experience serving nonprofit or mission-driven organizations; qualifications; proposed approach and methodology; commitment to equitable and inclusive HR practices; service delivery model; and the value the consultant will bring to the engagement. Include examples of similar work and at least three professional references for comparable projects.

- Include the profiles of essential personnel who would work with AFM, including resumes of key staff and biography of the proposed team members.

- Proposed Budget
- An itemized and detailed budget that outlines expenses necessary to accomplish the desired deliverables. Please indicate the total estimated hours of work included in this budget proposal.
Consultant Qualifications
Required
- Diversity, equity, and inclusion (DEI) expertise
- Policy and employee handbook development
- Knowledge of federal, state, and local employment laws
- Proven success in providing HR support mission drive organizations
- Experience with employee relations, investigations, and conflict resolution
- Education in human resources, business administration, organizational development, or a related field
Preferred
- Compensation and classification experience
- Experience designing and implementing performance evaluations, including for Executive Directors
- Project management and implementation experience
- Talent acquisition and workforce planning experience
- Organizational development and change management experience
Estimated Timeline
RFP Released: September 22, 2026
Proposals Due: October 6, 2026
Interviews: Early October
Consultant Notified: Mid-October
Work Begins: Early November, in conversation with selected consultant
We anticipate a 6-12 month commitment from our chosen consultant with the potential to extend as needed.
Budget
The Abortion Fund of Maryland welcomes proposals of up to $30,000. The budget range is negotiable based on the scope of work proposed.
Selection Process
All submissions will be reviewed by a selection committee. AFM will conduct virtual interviews to explore capacity and compatibility before making our selection to retain consultant(s).
